Why this balls are moving? 

Maybe these balls are chasing each other. The abacus teaches basic counting, and also stimulates eye-hand coordination. This toy has two different sides, one is colored and the other is white-grey-black, so the child learns new colors. Moving the balls across will stimulate children and teach them about movement, force and gravity.
